On the morning of December 19, 2025, the Network of Law Training Institutions in Vietnam, in coordination with the University of Law, Hue University; Hanoi Law University; and Ho Chi Minh City University of Industry and Trade, organized the National Scientific Conference of Law Students 2025 under the theme “Improving Vietnamese Law in the New Context.”

The conference was conducted in a hybrid format, combining in-person and online participation across three locations nationwide, ensuring connectivity, dissemination, and consistency in content. Hanoi Law University served as the host for the Northern hub; Ho Chi Minh City University of Industry and Trade was responsible for the Southern hub; and the University of Law, Hue University acted as the organizer and coordinator of the Central hub, playing a pivotal role in connecting and synchronizing conference activities.

Attending the conference across the three hubs were Assoc. Prof. Dr. Đoàn Đức Lương, Head of the Executive Board of the Vietnamese Law School Network - VLSN and Rector of the University of Law, Hue University; Dr. Chu Mạnh Hùng, Party Committee Secretary and Chairman of the University Council of Hanoi Law University; and Dr. Lương Khải Ân, Head of the Faculty of Law, Ho Chi Minh City University of Industry and Trade.

At the Central hub, on behalf of the University of Law, Hue University, participants included Dr. Nguyễn Hồng Sơn, Chairman of the University Council; leaders of affiliated units; and more than 400 students who attended, followed, and actively engaged in the conference.

The conference also welcomed the participation of numerous scholars and experts, including Assoc. Prof. Dr. Nguyễn Hoàng Anh, Vice Rector of the University of Law, Vietnam National University, Hanoi; Dr. Trần Thị Sáu, Head of the Faculty of Law, University of Economics, The University of Danang; Dr. Đinh Phạm Văn Minh, Faculty of Law, Duy Tan University; Assoc. Prof. Dr. Phan Trung Hiền, Can Tho University; and Assoc. Prof. Dr. Mai Văn Thắng, Acting Head of the Office of Science and Technology, Development Cooperation and Quality Assurance, University of Law, Vietnam National University, Hanoi.

In his opening remarks, Assoc. Prof. Dr. Đoàn Đức Lương, Rector of the University of Law, Hue University, emphasized that as Vietnam accelerates its renewal process and the construction and improvement of a socialist rule-of-law state, there is an urgent need to refine the legal system to respond to the rapid development of the digital economy, digital transformation, green transition, and deep international integration. Law students—the new generation of legal intellectuals—should not only be recipients of knowledge but also proactive participants in research, critical analysis, and the formulation of solutions to improve the legal system. This conference, he noted, serves as an academic forum for students to demonstrate independent research thinking, their ability to engage with emerging legal issues, and their sense of responsibility toward national development.

The plenary session of the conference was co-chaired by Assoc. Prof. Dr. Đào Mộng Điệp, University of Law, Hue University; Dr. Đào Phương Thanh, Hanoi Law University; and Dr. Lương Khải Ân, Ho Chi Minh City University of Industry and Trade.

During the program, several outstanding papers were presented, including: “Artificial Intelligence Technology: Opportunities and Challenges for Law Students” (University of Law, Hue University); “Digital Health Stations: Implementation Practices and the Need for Legal Reform in the Context of Two-Level Local Government Reform” (Hanoi Law University); and “Legal Framework for Green Finance in the Carbon Market” (Ho Chi Minh City University of Industry and Trade).

In addition to presentations delivered at the Hanoi Law University and Ho Chi Minh City University of Industry and Trade hubs, the Central hub at the University of Law, Hue University featured five in-depth papers on notable topics such as: “Vietnamese Law on Digital Transformation in the Judicial Sector: Issues Related to E-Courts, Case File Digitalization, and Online Trials”; “Improving Legal Frameworks to Encourage Private Investment in Wind Energy Development in Vietnam”; “Legal Frameworks on Artificial Intelligence in Environmental Protection” (Faculty of Economics and Law, Yersin University of Dalat); “Artificial Intelligence and Challenges to Labor Law Relations” (Duy Tan University, Danang); and “Artificial Intelligence and Personal Data Protection: Laws of China, the EU, the United States, and Lessons for Vietnam” (Hanoi Law University).

As the country enters what has been described as the “Era of National Aspiration,” the demand for improving the legal system and enhancing the effectiveness of law enforcement has become increasingly urgent. In line with the spirit of the Politburo’s Resolution No. 66-NQ/TW, the conference was organized as a meaningful academic forum, providing law students with opportunities to exchange ideas, conduct research, and propose solutions contributing to the improvement of Vietnamese law in the new development phase.
