Scientific Conference on "Preventing Domestic Violence – Experiences from Germany and Vietnam"
Update day: 17-11-2025To enhance academic exchange and share international experience in the prevention and control of domestic violence, on November 17, 2025, Hue University of Law, Hue University, in collaboration with the Friedrich-Ebert-Stiftung (FES) Institute in Vietnam, organized the Scientific Conference "Preventing Domestic Violence – Experiences from Germany and Vietnam."
Attending the event from the FES Institute in Vietnam were Ms. Tran Hong Hanh, FES Vietnam; Ms. Veronika Kolitz, University of Passau; Ms. Anna-Lena Suemnick, Legal Advisor, Federal Republic of Germany; and Ms. Amelie Koch, Intern, FES Vietnam.
The Conference was honored to welcome Mr. Truong Phan Thuy Dung, Director of the Hue City State Legal Aid Center; Lawyer Le Thi Tra My, Vice Chairwoman of the Hue City Bar Association; Mr. Ho Viet Tu, Vice President of the Hue City Lawyers' Association; Dr. Tran Cong Dung, lecturer from the Faculty of State and Law, Nguyen Chi Thanh Political School; M.A., Lawyer Dang Thi Ngoc Hanh, Director of Ngoc Hanh and Associates Law Firm; Lawyer Le Thi Minh Huong, Head of the FDVN Hue Law Firm Office; and Ms. Trinh Nam Phuong Linh, Specialist at AMI Law Firm.
Consisting of two working sessions, the Conference was co-chaired by Dr. Cao Dinh Lanh, Head of the Department of Science, Technology and International Cooperation, Hue University of Law, Hue University; Ms. Tran Hong Hanh, Representative of the FES Institute in Vietnam; and Assoc. Prof. Dr. Nguyen Thi Hong Trinh, Head of the International Law Faculty, together with Ms. Veronika Kolitz, University of Passau.
In his opening speech, Assoc. Prof. Dr. Doan Duc Luong, Rector of Hue University of Law, Hue University, emphasized the significance of the event in the context that domestic violence remains a global social issue requiring the joint effort of agencies, organizations, and the research community. He affirmed: "Today's Conference is a valuable opportunity for researchers, lecturers, and experts both domestic and international to exchange and learn from each other's experiences, thereby contributing to the improvement of the legal framework and the promotion of gender equality in Vietnam."
At the Conference, delegates engaged in lively discussions across 06 specialized presentations, focusing on issues such as: The legal framework, state responsibility, and sanctioning measures for domestic violence acts according to Vietnamese law; The national policy framework for preventing and controlling domestic violence in the Federal Republic of Germany: Legal structure, relevant agencies, and coordination mechanisms; The "Safe House" model of the Federal Republic of Germany and its implications for Vietnam; The state's legal responsibility in handling domestic violence acts according to Vietnamese law; Measures for protecting and supporting domestic violence victims under German law: Temporary shelters, protection orders, programs for perpetrators of violence, and sanctioning measures.
The presentations provided diverse perspectives, combining practical experience and academic research from Vietnam and Germany, contributing to broader understanding and orienting more comprehensive solutions for protecting domestic violence victims.
The Conference served as a practical scientific forum, contributing to fostering research cooperation between Hue University of Law, Hue University, and international partners, particularly in the fields of gender equality, human rights, and family law. The experiences, models, and solutions shared at the Conference will be an important reference source for policy completion and improving the effectiveness of domestic violence prevention and control in Vietnam.
