INTERNATIONAL SCIENTIFIC CONFERENCE ON “LEGAL INSTITUTIONS FOR PROMOTING SCIENCE, TECHNOLOGY, INNOVATION, AND DIGITAL TRANSFORMATION: EXPERIENCES FROM FRANCE, SELECTED NATIONS, AND POLICY IMPLICATIONS FOR VIETNAM”
Update day: 25-11-2025On November 25, 2025, the University of Law, Hue University, in collaboration with Vietnam National University, Hanoi (VNU) and the Embassy of the French Republic in Hanoi, organized an international scientific conference within the framework of the France - Vietnam Week of Law and Justice 2025. The event brought together a large number of scholars, experts, and policymakers from Vietnam and France, reflecting a strong commitment to fostering academic cooperation and policy dialogue between the two nations.

The conference welcomed many distinguished international experts, scholars, and administrators, including:
Mr. Éric Soulier – Attaché for Cooperation and Cultural Activities (French Embassy);
Ms. Priscille de Cambourg – Head of Legal Cooperation;
Ms. Valérie Delnaud – Director of the Civil Affairs and Seals Department, Ministry of Justice of France;
Ms. Caroline Charpentier – Liaison Judge for Southeast Asia, French Embassy in Thailand;
Ms. Estelle Barthelemy – Editor, Delegation for International and European Affairs, Ministry of Justice of France;
Mr. Bruno Lasserre – President of the Continental Law Foundation;
Ms. Hélène Laudic Baron – Vice President of the French Bar Federation;
Ms. Thi My Hanh Ngo-Folliot – Lawyer and Vietnam Expert at the French Bar Federation;
Mr. Luc Ferrand – Director of Compliance, European and International Affairs, National Chamber of Judicial Officers;
Mr. Robert Cicuto – Innovation Expert, National Chamber of Judicial Officers and EU Financial Surveillance for Bailiffs;
Mr. Jean-Luc Assante – Former Judicial Auctioneer and Member of the Council of Ethics;
Ms. Emmanuelle Crossoir – Notary, High Council of French Notaries;
Mr. Jean Deleage – Notary, High Council of French Notaries.

The conference also saw the participation of many Vietnamese experts. Representing the School of Law, VNU-Hanoi, were Assoc. Prof. Dr. Nguyễn Hoàng Anh, Vice Rector, along with representatives from academic departments and faculty members. From the University of Law, Hue University, attending were Assoc. Prof. Dr. Cao Đình Lành, Dr. Lê Thị Nga, and numerous specialists from various faculties and units of Hue University. Other guest experts included Dr. Hồ Đức Thắng, Dr. Vũ Tuấn Anh, Assoc. Prof. Dr. Tào Thị Quyên, Mr. Trần Văn Trí, Assoc. Prof. Dr. Chu Hồng Thanh, Assoc. Prof. Dr. Ngô Huy Cương, among others.

In her opening remarks, Assoc. Prof. Dr. Nguyễn Hoàng Anh, Vice Rector of the VNU School of Law, expressed sincere appreciation to the delegates and acknowledged the cooperation of the University of Law, Hue University and the French Embassy in organizing the conference. She emphasized that science, technology, innovation, and digital transformation are the keys for Vietnam to overcome the middle-income trap and achieve the goal of becoming a developed nation by 2045. Resolution No. 57 is regarded as the “Khoán 10 of the new era,” paving the way for unleashing national creativity. She highlighted that legal institutions remain the “bottleneck of all bottlenecks” and must be addressed urgently and decisively. The conference was therefore convened to exchange international experiences—particularly those from France—in developing legal frameworks for science, technology, and digital transformation. She affirmed that the event also reflects the social responsibility of the VNU School of Law in contributing to Vietnam’s institutional reform. The Vice Rector concluded by wishing the conference great success and meaningful contributions to Vietnam’s policymaking process.

THE CONFERENCE INCLUDED FOUR MAIN SESSIONS:
Session 1: Discussion on legal foundations for promoting science, technology, and innovation; sharing France’s experiences and Korea’s reform models.
Session 2: Dialogue on digital infrastructure, data, and financing for science and technology; presentation of France’s PPP experience and digitization of judicial activities.
Session 3: Updates on EU regulations on artificial intelligence; presentation on the orientation for drafting Vietnam’s AI Law and discussions on sandbox models supporting innovation.
Session 4: Sharing experiences on digital transformation in the notarial profession; discussions on the innovation and startup ecosystem and policies supporting science and technology enterprises.

The conference provided a prestigious academic forum where Vietnamese and French scholars and policymakers engaged in in-depth discussions on legal models, international experiences, and solutions for developing science, technology, innovation, and digital transformation. The participation of leading experts from judicial bodies, bar associations, notarial organizations, and universities in France underscored the significance and influence of the event. The insights shared—especially those from France—offer valuable guidance for Vietnam in improving its institutional framework, fostering the development of science and technology, promoting innovation and digital transformation, and moving toward the goal of becoming a high-income developed nation by 2045.
